Tobias Mense
Senior Technology Officer

Tobias Mense is the Senior Technology Officer for Auburn Montgomery Outreach. Mr. Mense oversees numerous contract agreements with public sector organizations providing consulting services focused on technology strategic planning, organizational analysis, business continuity and disaster recovery, application development, staff augmentation, technology procurement, risk management, and project management.

Since joining in 2008, Mr. Mense has led project teams in the development and analysis of web-based surveys with a reach of up to 100,000 Alabamians. He has conducted Business Process Reengineering and Process Flow Simulation for departments of more than 20 employees. He specializes in developing and managing project bid specifications and contract instruments, including Request for Proposals and Invitations to Bid, resulting in contracts ranging from $8 million up to $70 million.

Mr. Mense is a graduate of Auburn University at Montgomery with a Bachelor of Science in Information Systems and Masters of Business Administration. He is a member of the 2012-2013 Emerge Montgomery Torchbearers Leadership Class.

Ron Taylor
Senior Programmer Analyst


As a Senior Programmer Analyst with Auburn Montgomery Outreach, Ron Taylor’s primary objectives include system design, system development, quality assurance, problem analysis, testing and operations of web-based applications. He is an experienced professional in application architecture and design, including a multitude of technologies such as .NET, C#, MVC, SharePoint and Microsoft SQL Server. He is a certified Microsoft Solutions Developer and Xamarin Mobile Application Developer.

Mr. Taylor has extensive experience in working with a variety of clients in the public and private sectors. During his time with Auburn Montgomery Outreach, he developed mechanisms to identify and organize business requirements with users from varying backgrounds. Mr. Taylor was also responsible for the analysis and design of a Protection Order database, an MS Access to SQL database conversion, and the development of an airport consultant web based application. In addition, Mr. Taylor oversees the implementation and maintenance of cloud based hosting for 10+ private and public clients.  

Mr. Taylor completed his Bachelor of Science in Computer and Information Sciences degree and Masters of Science in Computer and Information Sciences from Troy State University.

Wayne Edwards
Senior IT Consultant

As a Senior IT Consultant for Auburn Montgomery Outreach, Wayne Edwards’ responsibilities include efforts in project management, IT consulting, fiscal management, business development, contract negotiations, and personnel recruitment and management. He has had the opportunity to work with both public and private sector agencies as a project manager developing feasibility studies and models, assessing current IT configurations, providing cost analyses, and implementing strategies.

Mr. Edwards spent over 30 years with International Business Machines (IBM) where he held many roles centered on product development, product management, IT consulting, marketing management, and customer service satisfaction planning and reporting. In the latter part of his career with IBM, he was responsible for a multi-person team, consisting of local and remote personnel covering Alabama’s state and local government, tasked with establishing a marketing plan to meet the company’s financial and customer satisfaction goals.

Max Stewart
Network Systems Administrator


Max R. Stewart has worked at Auburn Montgomery Outreach since 2011. Mr. Stewart leads the Managed Services group as the System Support Manager providing client support and managed services to the State of Alabama, non-profits, small businesses, and academic institutions. His primary functions are coordinating the Center’s help desk, Microsoft Exchange support, Windows server and network installation. Others duties include troubleshooting operating systems, maintenance of applications, and the setup of new hardware and software. He has extensive experience in Windows Server and Cisco Network environments.

Prior to his current position, Mr. Stewart worked at a large law firm in Birmingham, Alabama where he provided overall support to 60 plus users and 10 servers in a call center environment. His responsibilities included network administration, server administration, SQL database development and desktop user support. Additional career experience includes over 10 years of customer service at Bent Brook Golf Course.

Mr. Stewart is currently in training to acquire Network+ and Security+ certifications. He holds a Bachelor of Science in Information Systems with a concentration in Information Management from Auburn University at Montgomery and Bachelor of Arts in Business Administration from Huntingdon College.

Larry Ward
Junior IT Consultant

Larry Ward works for Auburn Montgomery Outreach as a Junior IT Consultant providing project management, IT procurement, IT strategic planning, and Business Process Simulation services to businesses and government agencies. During his time, Mr. Ward has worked with multiple State agencies to develop and manage their Request for Proposal process. He has conducted process analyses on various businesses’ organizational structure, staffing model, and workflow processes to identify efficiencies.

As the Internship Coordinator for the Advanced Technologies team at Auburn Montgomery Outreach, Mr. Ward collaborates with AUM’s College of Business to provide internship opportunities to current students. Prior to his current position, Mr. Ward participated in the same internship program where he provided support to the Request for Proposal Coordinator.

Mr. Ward graduated from Auburn University at Montgomery with a Bachelor of Science in Business Administration with a major in Information Systems. Mr. Ward is currently pursuing his Masters of Business Administration.
